I can totally buy the first way as being the original way, and the more common in resource poor War torn Cybertron.
The second tends to be the method I subscribe to, with the added layer of creating a Spark/Ember between two (or more) mechs/femmes (I honestly don't feel the gender is as defined as the frames lend themselves to be) by splitting off a piece of their own to merge with the others. The corollary of that is that ...fragments of the potential of the creators is passed on, and could lead to commonality with one or more of the creators.
I use the Spark/Ember mergence thing because I like the idea of passing on base codes from all creators, that is shuffled into place to produce a unique yet potential-laden individual.
